Were the ancient titles of the rulers or the land of Mizraim. What is more famously known as Egypt. When you add the "a" or "ah", "ha" at either end it refers to the word of that office.
Or orders or declaration or proclamation of that position/potentate.

So if the word "Gesar-a" was at the beginning of the proclamation, then essentially it was the same as "Behold this day the word of your king" in our comprehension. Over the centuries the titles zar, zzar, shar, shah, tsar, caesar all derive from the original kingly titles of "Nezar, Gezar".
